Lightner, Petitioner, from a March 26, 2012, order of the Circuit Court of Kanawha County affirming the decision of the West Virginia Insurance Commissioner ("Insurance Commissioner"), which found that the rates charged by Respondents, CitiFinancial and Triton Insurance Company, were reasonable.
