¶ 1 Police officers Eric Roberson and Mark Strachota were promoted to the rank of captain in the Milwaukee County Sheriff's Department in 2001. After their promotions, the County imposed a general pay freeze that deprived Roberson and Strachota of step pay increases they would otherwise have received.
