In the Circuit Court of the City of Lynchburg ("the circuit court"), Cedric Detavius Sandidge pled guilty, pursuant to North Carolina v. Alford, 400 U.S. 25, 91 S.Ct. 160, 27 L.Ed.2d 162 (1970),1 to two counts of distribution of cocaine, third or subsequent offense.2 Sentenced to serve twenty
