This is a proceeding to review the ballot title for Senate Joint Resolution (SJR) 48, a measure referred to the people by the Legislative Assembly. See Or. Const., Art. IV, § 1(3)(c) (authorizing such referrals). Pursuant to ORS 250.075, the Legislative Assembly drafted its own ballot title for the referred measure.
