OPINION
FARMER, J.
{¶1} On July 24, 2010, a vehicle driven by Kristine Himes was struck in the rear while stopped to make a left turn. The driver who struck Ms. Himes left the scene without stopping to speak with Ms. Himes. Another motorist, Sarah Goff, witnessed the accident and followed the vehicle to obtain its license plate number. Ms. Goff returned to the scene of the accident and gave the plate number to Ms. Goff and made a statement...
