PIPER, J.
{¶1} Plaintiff-appellant, Willie Coleman, appeals the decisions of the Butler County Court of Common Pleas, which upheld decisions of the Industrial Commission of Ohio denying Coleman the right to participate in the Ohio Workers' Compensation fund. We affirm the decisions of the common pleas court.1
