{¶1} Kesha R. Frazier is appealing from her convictions of felony theft and identity fraud, journalized January 8, 2010. In the case against her, the State alleged that Frazier conspired with her mother, Debra Moore, a paraplegic receiving Medicaid, to establish independent medical provider numbers for two family friends, which Frazier and her mother then used to bill the state of Ohio for medical services purportedly...
