{¶1} Respondent-Appellant, State of Ohio appeals a judgment of the Richland County Court of Common Pleas, which found Senate Bill 10, Ohio's Adam Walsh Act, to be unconstitutional. Petitioner-Appellee is Zachary Kinnard.
