MICHAEL D. BUSTAMANTE, Judge.

{1} Appellant, Laurel C. Edenburn, sought to obtain records from Appellee, the New Mexico Department of Health (DOH).1 After receiving some materials, but being denied others, Appellant filed a petition for a writ of mandamus to force DOH to disclose the withheld material. DOH moved for and was granted summary judgment. We reverse.
