CHUTICH, Judge.

The City of Duluth challenges two orders of the district court, arguing that the district court erred in ordering arbitration and subsequently affirming the arbitration award. Because we conclude that the district court properly granted the motion to compel arbitration and then, in confirming the arbitration award, correctly found that the arbitrator did not exceed his powers, we affirm.
