This appeal and cross-appeal stem from a Baltimore City automobile accident. Driver, appellee/cross-appellant, Agnes Stokes, and her passenger, appellee/cross-appellant, Bertha Stokes, brought a negligence action against the driver of the other vehicle, cross-appellee, Doreatha Maynor. Ms. Maynor filed a third-party complaint against appellant, the Mayor and the City Council of Baltimore. The City moved for summary judgment, or in the alternative, a dismissal...
