On December 14, 1998, appellants — Stephen J. Miller, Mary Ebner, and Francis Lee Moreland — were appointed, by the Circuit Court for Charles County, as trustees of the Frank E. Connell Trust, under the terms of a consent order entered by that court. The trust's principal asset was an undeveloped parcel of real property in Charles County.
