The Maryland State Board of Elections (Appellant) is an agency of the State of Maryland located in Anne Arundel County. Pursuant to Md.Code (2002, 2010 Repl.Vol.), § 4-102 of the Election Law Article,1 Appellees qualified as new political parties and gained ballot access privileges by filing petitions...
