Ira C. Cooke, the petitioner, was convicted, following a jury trial in the Superior Court of California, of offenses, concededly involving fraud, deceit or misrepresentation. He appealed the judgments of conviction; however, while his appeal was pending, the Attorney Grievance Commission ("the Commission"), acting through Bar Counsel, rather than a Petition for Disciplinary or Remedial Action, pursuant to Maryland Rules 16-751(a)1
