While Matthew Tracy, Petitioner, was incarcerated in the Western Correctional Institution, he wrote the following letter to Sheryl L. (Sheryl), a resident of Caroline County:

Sheryl, Look, you already know who I am, the reason I'm writing is because of your ex boyfriend, boyfriend who ever the nigga is. I've been sitting back hearing all that's going on and not saying a word. Now all the bullshit...
