Appellant, Jerome Pinkney, was charged in the District Court of Maryland for Baltimore City with second-degree assault, resisting arrest, and disorderly conduct. See Md.Code Ann., Crim. Law ("C.L.") § 3-203 (assault in the second degree); C.L. § 9-408(b) (resisting arrest); and C.L. § 10-201(c)(2) (disorderly conduct).
