In 2005, the General Assembly enacted, as emergency legislation, The Protection of Homeowners in Foreclosure Act ("PHIFA" or the "Act"), codified as Maryland Code (1974, 2003, Supp.2006) Real Property Article ("RP") §§ 7-301 through 7-325.1 The Governor signed the bill into law on May 26, 2005, and the Act took effect immediately.
