The plaintiffs commenced an action in the Superior Court, claiming that the defendants wrongfully subjected them to a mandatory furlough plan that was ordered by the Governor. A Superior Court judge allowed the defendants' motion to dismiss the complaint. The plaintiffs appealed, and we transferred the case here on our own motion.
