The State of Louisiana, through the Department of Children and Family Services ("the State"), appeals the juvenile court judge's order requiring the State to return to defendant, Frank Payne, his driver's license, which was suspended for failure to pay child support. For the following reasons, we reverse the trial court's ruling.
