Jeffrey Winn ("Winn"), a police captain with permanent status with the New Orleans Police Department ("NOPD"), timely appealed the decision of the New Orleans Civil Service Commission ("CSC"), upholding his termination and suspension by NOPD Superintendent Ronal Serpas ("Supt. Serpas"), the appointing authority. For the reasons that follow, we affirm.
