¶ 2 Appellant Henry Montesdeoca appeals from the circuit court's order denying his motion to dismiss brought under section 2-619 of the Code of Civil Procedure (735 ILCS 5/2-619(a)(9) (West 2012)) in which he claimed immunity pursuant to the Citizen Participation Act (735 ILCS 110/1 et seq.
