Plaintiff, Rebecca Hess, fell from the second-floor, rear staircase of an apartment building located at 2050-2052 W. Summerdale Avenue, Chicago (the Summerdale building). Plaintiff fell where a portion of the rear staircase handrail had been removed and marked with yellow caution tape. Prior to her fall, the rear staircases and porches had been the subject of multiple inspections...
