Justice KARNEZIS delivered the opinion of the court:

In this administrative review action, plaintiff Michael Segal appeals from a final order on remand of The Illinois Department of Insurance (Department), and Michael T. McRaith, Director of The Illinois Department of Insurance (Director), revoking his insurance license and ordering him to pay a $100,000 civil penalty. For the following reasons, we affirm the judgment of the circuit court.
