This case is before us on the grant of appellants' petitions for writs of certiorari. On May 5, 2009, appellee Tramaine Miller was seriously injured when he was shot by Reginald Fisher, an off-duty POST-certified City of Atlanta ("APD") police officer who had been patrolling the apartment complex in which Miller's quadriplegic aunt lived.
