Brian Roger Bishop entered a plea pursuant to North Carolina v. Alford1 to possession of tools for the commission of a crime and loitering and prowling in the Superior Court of Rockdale County. Bishop received an aggregate sentence of two years to serve under the First Offender Act. Bishop filed a motion to withdraw his guilty plea, arguing that he should be allowed to do so because his trial counsel was ineffective...
