The Department of Transportation (DOT) appeals a final summary judgment entered in favor of Majorland, LLC (Majorland), on Majorland's action to quiet title and for declaratory relief against the DOT and the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida (the Board). We affirm the decision of the trial court for the reasons expressed below.
