Jose Cardoza ("Cardoza") and Continental Heritage Insurance Company ("Continental") (collectively, "Appellants"), appeal an Order Denying Surety's Motion to Vacate Judgment. For the following reasons, we reverse.

I. FACTUAL AND PROCEDURAL HISTORY
