Ronald Scott Morgan appeals the administrative law judge's denial of his motion to intervene in an environmental enforcement proceeding and the trial court's dismissal of count III of his complaint in which he sought enforcement of regulatory violations filed against his adjacent neighbor, Jeffrey M.
