Petitioner David Munoz, presently incarcerated at the Arizona State Prison-Meadows Unit, in Florence, Arizona, has filed a Petition for Writ of Habeas Corpus pursuant to 28 U.S.C. § 2254. Before the Court are the Petition (Doc. 1), Respondents' Answer (Doc. 14) and Petitioner's Reply (Doc. 15). The parties have consented to Magistrate Judge jurisdiction. (Doc. 12.)
