Before the court are the defendants' motions to dismiss under Federal Rules of Civil Procedure 12(b)(1) and 12(b)(6) ("Motions to Dismiss") (docket entry 10). For the reasons stated below, the court denies the defendants' Rule 12(b)(1) motion but grants the defendants' Rule 12(b)(6) motion with respect to all of the plaintiffs' claims.
