This is a habeas corpus case brought pro se by Petitioner Samuel Stein under 28 U.S.C. § 2254. On Stein's Petition (Doc. No. 1-2), the Court ordered Respondent to answer (Doc. No. 2). Respondent has filed the state court record (Notice, Doc. No. 6) and a Return of Writ (Doc. No. 7) and Petitioner has filed a timely Reply (Doc. No. 9). The case is therefore ripe for decision.
