Plaintiffs Highmark Inc. and Keystone Health Plan West, Inc. (hereinafter "Highmark") have filed a Complaint against Defendants Michael Consedine, Commissioner, Pennsylvania Insurance Department, Kathleen G. Kane, Attorney General, Commonwealth of Pennsylvania, and Michael Wolf Secretary, Pennsylvania Department of Health, (hereinafter collectively "the State").
