Fountain commenced a personal injury action pursuant to the Federal Tort Clams Act, 28 U.S.C. § 1346(b). The genesis of this action stems from an incident that occurred on August 31, 2010, when Fountain and Karim, who was operating a vehicle owned by the United States, were involved in a two-car motor vehicle accident.
