After an independent and de novo review of the entire record, the undersigned concurs with the Magistrate Judge's Report and Recommendation, to which Petitioner Willie Parson ("Parson" filed Objections. In his Objections, Parson asserts that the Magistrate Judge erred by recommending the dismissal of his petition under Williams v. Warden, Fed. Bureau of Prisons
