1. On May 1, 2009, Petitioner Monae Davis executed a plea agreement in which he agreed to plead guilty to Count 1 of an indictment charging a violation of 21 U.S.C. § 846. Docket No. 306. The agreement contemplated a sentencing range of 262 to 327 months.
