DICKINSON R. DEBEVOISE, District Judge.

Petitioner William Beltran, a prisoner currently confined at East Jersey State Prison in Rahway, New Jersey, has submitted a petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254. The respondents are Administrator Beverly Hastings and the Attorney General of New Jersey. For the reasons stated herein, the Petition shall be denied.
