The following Consent Decree is entered into by and between Plaintiffs Inland Empire Waterkeeper and Orange County Coastkeeper on the one hand ("Plaintiffs" or "Waterkeeper"), and Defendant Union Pacific Railroad Company ("Defendant" or "Union Pacific") on the other hand.
