This matter is before the Court on the Motion to Dismiss of Defendant Richard Stanforth (doc. 7), Defendants' the City of Wilmington and Randy Riley's Motion to Dismiss (doc. 9), Plaintiff's Consolidated Response (doc. 15), Defendant Stanforth's Reply (doc. 16), and Defendant City of Wilmington and Riley's Reply (doc. 17).
