Plaintiffs contracted with the Washington Metropolitan Area Transit Authority ("WMATA") to display an advertisement in four 43 × 62 inch dioramas on subway platforms. The ads state:

IN ANY WAR BETWEEN THE CIVILIZED MAN AND THE SAVAGE,

SUPPORT THE CIVILIZED MAN.

SUPPORT ISRAEL.

DEFEAT JIHAD.

The ads were to be displayed for approximately one month...
