This action under 42 U.S.C. § 1983 arises out of an incident that occurred in June 2007, in which plaintiff Holly A. Manville was arrested following a traffic stop by defendant Thomas Schamerhorn, a sergeant in the Greece (New York) Police Department ("GPD").
