This matter comes before the Court upon Defendants' AFSCME Local 1197 and Ohio Council 8 Motions to Dismiss For Lack of Subject Matter Jurisdiction, Failure to State a Claim, and Insufficiency of Service (Doc. 9), and Plaintiff's Motion for Leave to Amend Complaint (Doc. 16).
