This matter is before the court upon the motion to dismiss or, in the alternative, the motion for summary judgment by defendants1 (collectively, Houston County), and the motion to dismiss the third-party complaint by Jared Solum. Based on a review of the file, record and proceedings herein, and for the following reasons, the court grants the motion for summary judgment.
