On April 30, 2011, Andre Antrobus, an inmate at the George R. Vierno Center ("GRVC") on Rikers Island, filed a complaint, pursuant to Title 42, United States Code, Section 1983, alleging that poor prison conditions caused him emotional distress, mental anguish, and physical injury.
