Petitioner is a state prisoner proceeding pro se and in forma pauperis with an application for writ of habeas corpus under 28 U.S.C. § 2254. On July 18, 1995, petitioner pled guilty to second degree murder in the Superior Court of Sacramento County. See Lodged Document No. 1. He was sentenced to an indeterminate term of fifteen years to life with the possibility of parole.
