Plaintiff Hill Dermaceuticals, Inc. ("Hill") has brought this action against the U.S. Food and Drug Administration ("FDA"), the U.S. Department of Health and Human Services ("HHS"), Kathleen Sebelius, in her official capacity as Secretary of HHS, and Margaret Hamburg, M.D., in her official capacity of Commissioner of FDA. Amneal Pharmaceuticals, LLC ("Amneal") has intervened as a defendant.
