Plaintiff Philip Stoddard brought suit against a number of individuals involved in the denial of his license to practice law in the District of Columbia. This action is plaintiff's fourth lawsuit seeking redress for rejection of an application for bar membership; none of these suits, including their appeals, have been successful.
