Illinois prisoner Lealton Chears ("Chears") is serving a thirty-year extended-term sentence for second-degree murder. (R. 29, State Ct. R., Ex. I at 39.) Presently before the Court is Chears' amended petition for writ of habeas corpus pursuant to 28 U.S.C. § 2254 ("Section 2254"), which challenges the sentence imposed by a state court. (R. 16, Am.
