Christopher Bonds ("Bonds") brings this action under 42 U.S.C. § 1983 ("Section 1983"), alleging a violation of the Fourth Amendment against Detective Edwin Fizer III ("Fizer") and the City of Chicago (the "City") (collectively, "Defendants").
