Plaintiff, Stephen Hall, sues the City of Coatesville and two City police officers, Michael Raech and Joseph Carboni, seeking damages and other relief pursuant to 42 U.S.C. § 1983 and state law. Plaintiff's claims stem from an incident in which he encountered the defendant officers while suffering a diabetic episode.
