Petitioner Chester Wright is a prisoner under criminal sentence by the Superior Court for the District of Columbia. Confined at the Federal Correctional Complex in Petersburg, Virginia, Wright has filed a habeas petition asserting that his remedy under D.C.Code § 23-110 is ineffective and inadequate.
